Congress provided by the Act of May 19, 1898 for the transmission by mail at postage rate of one cent a piece, under such regulations as the Postmaster General may prescribe, of written messages on private mailing cards". The once cent rate continued until 1917. Leather post cards during this period became a popular form of private mailing card that qualified for the one cent rate.
